I think Open Society Foundations do provide scolarships. Also there might be a governmental program to support education in foreign countries. At least in Georgia we do have one.

Dear ARMACAD members,
Recently I was accepted to the University of Salzburg in Austria to attend a 2,5 year M.A. program in Cultural Production starting this fall. Unfortunately the university doesn’t provide scholarships. The tuition for the whole course is 12,500 Euro. If you know any foundations and/ or scholarships/ financial aids I can apply to receive at least some funding for the course please let me know ASAP. I am suppose to present the financial plan by July 15th (butI hope the university will agree to give me a bit more time per my request). I won’t be able to attend without any financial support.
